Cost-shared field R&D in three areas: enhanced recovery from unconventional reservoirs, fracture and proppant characterization, and produced-water treatment. Up to $150 million, 20% cost share. The catch: an industry partner letter of intent is required at submission, and applications without a cost share commitment letter are listed as not of interest. Both are responsiveness items. Neither can be fixed in the final week.

Small businesses in artificial intelligence, quantum information science, biotechnology or advanced materials, applied to DOE's Genesis Mission. Roughly 40 awards across $10 million. The catch: two stages. A short pitch is due first, and only invited companies submit a full application. Submission runs through ConnectWerx, not Grants.gov. A broader Phase I round is expected this fall.

Cost-shared projects in three areas: converting stranded, flared or contaminated gas into transportable products; materials and equipment that improve infrastructure reliability; and digitalization, including monitoring systems and AI-supported digital twins. Up to $65.5 million. The catch: eXCHANGE disables the submit button automatically at 5:00 PM ET and does not extend for server congestion. Submit at least 48 hours early.

Universities prime; companies get in as the required non-academic partner. Awards up to $750,000 over 36 months, 0–15 from a $10.75 million pool, no cost share. Two criteria worth 55% of the grade evaluate the partnership directly, so the partner is not a formality. Entry TRL 2–4. The catch: the letter of intent by October 1 is mandatory, the work must map to a named Coal, Oil & Gas or Geothermal priority, and the partner cannot be a single-owner LLC or sole proprietorship. Full application October 16. Repeats in 2027 and 2028.

For small businesses that hold an eligible DOE Phase I or Phase II award from a prior year. The Department of Energy is contacting eligible recipients directly with application requirements and timelines. Approximately $147 million is available to continue advancing funded technologies toward commercialization.

AI watermarking arrived in August. But without a detection algorithm, no agency can employ automation to analyze the tags. The filtering that does exist is policy and people: NIH will not treat applications substantially developed by AI as original ideas of the applicant, and now caps each PI at six per year. NSF requires disclosure.

The Department of War suspended CMMC Phase II — the third-party assessment requirement due to begin November 10 — and opened a review. Only Level 1 (Self) and Level 2 (Self) may be designated meanwhile. What did not change: DFARS 252.204-7012, NIST SP 800-171 Rev. 2, SPRS scores and incident reporting all remain in force, and False Claims Act exposure is unchanged. The certification mechanism is deferred pending a report next month — the underlying obligation to protect federal information did not go away. See About CMMC for the details.

Awarded, not open — included as a signal of where DOE money is moving. Five projects share $75 million to produce rare earth elements and other critical materials from coal feedstocks at pilot scale. Part of a larger critical-minerals push. Worth watching for the next tranche.
